This is precisely where Accredited Inspection of Road Operations and Performance plays an essential role.
ANTT Technical Note SEI No. 8081/2025/GEFOP/SUROD/DIR/ANTT establishes E3 the subproduct as the Sample-Based Certification of Product C, covering the accredited validation of the performance parameters addressed in subproducts C1 through C13.
The process follows a two-layer verification model, known as a double check.
Under Product C, the Supervisory Verifier carries out the technical and operational monitoring, performs the applicable surveys and tests, and prepares the performance reports.
Under Product E3, an Inspection Body accredited by INMETRO independently analyzes the data and performs sample-based inspections to verify whether the results comply with the Highway Operation Program — PER, applicable technical standards, and regulatory requirements.
More than a requirement established in many federal highway concession agreements, this certification strengthens the impartiality, reliability, and traceability of information, contributing to safer and more transparent regulatory oversight.
